Dr. Mukul Chandra Bora is currently serving as the Vice Chancellor of North Lakhimpur University and is widely recognized for his strong academic foundation in civil engineering and his commitment to scholarly excellence. His areas of interest include ground improvement, the circular economy (with a focus on zero-waste principles), and Bharatiya Gyan Parampara (Indian Knowledge Systems). He completed his B.E. in Civil Engineering from Jorhat Engineering College, followed by an M.Tech and a Ph.D. in Civil Engineering from IIT Kharagpur and IIT Guwahati in 2000 and 2011, respectively. He is presently guiding three Ph.D. scholars working on different domains of Civil and Geotechnical Engineering like circular economy approaches in construction and Use of Building demolition waste in Green and Sustainable Construction, economic utilization of river sediments for National Growth and Flood Mitigation as well as community housing as sustainable habitats.

With decades of professional experience, Dr. Bora has held several key academic and administrative positions. Since November 2012, he has served as the Director of the Institute of Engineering & Technology at Dibrugarh University. From 2017 to 2021, he worked on lien with the Ministry of Education, Government of India, as the State Project Administrator for the North-East State Project Implementation Unit under TEQIP-III. His academic career also includes service in the Technical Education Department of the Government of Assam. In addition, he has gained valuable industry experience as a Quantity Surveyor at PBS Limited, Guwahati (1991–1995), and as a Site Engineer at M.L. Dalmiya & Co. Ltd., Kolkata (1989–1991).

Dr. Bora’s research and consultancy work focuses on ground improvement techniques, geosynthetics, rainfall impacts on groundwater, the use of non-biodegradable waste in construction, slope stabilization, and Bharatiya Gyan Parampara. He has made significant contributions to material characterization and geotechnical investigations for major infrastructure projects, including power plants and industrial developments.

He is a Fellow of the Institution of Engineers (India), a Senior Member of the Asia Pacific Chemical, Biological and Environmental Engineering Society (Hong Kong), and a Member of the International Association for Life Cycle Civil Engineering (Italy). He also serves as a reviewer for reputed journals, including Springer’s Journal of the Institution of Engineers (India), Series A, and actively participates in national and international conferences.

Beyond engineering, Dr. Bora has made notable contributions to the Bharatiya Knowledge System and the circular economy, spanning disciplines such as philosophy, science, mathematics, astronomy, Ayurveda, linguistics, and traditional Indian technologies. His books—Foundations of Bharatiya Knowledge System (2023), Introduction to Circular Economy, and Trimurti: 3 Pillars of National Education Policy—highlight the relevance of ancient Indian wisdom in the modern context. He has also delivered over 100 academic lectures on entrepreneurship, innovation, holistic engineering, and Indian knowledge systems aligned with NEP 2020, inspiring scholars and students alike.
